This is just basic marketing and a well known strategy. Everyone has a different budget and you simply aim to sell as much as possible of something. Some people are prepared to pay more than others so you differentiate your product offering accordingly to optimise your revenue. The free stuff is just enticement to consider paid services aka a ‘lead funnel’.
This person may be well meaning, but this is also a standard strategy used by, for example the ‘Fake Gurus’ on YouTube. Here’s a particularly egregious example:
Here they basically took each interested party as far as they could, rinsing them for more and more money every step of the way until the person eventually handed over a lot more than they initially intended.
